Can my dad buy a ticket with his paypal account under his name and I still claim the ticket at the event?

It should work, as long as you have the receipt. I believe it worked for me last year, they let me in, at least.

Sorry if I'm a little too late to respond, but yes, as long as you have the receipt, it's fine. I bought tickets for two guests last year under my PayPal account and all they needed were the individual receipts sent to my e-mail.
